One of the simple tactics that government can use to frustrate members of the public from shining a big light into the dark recesses of the bureaucracy is delay.
Delay, simply doing nothing being totally silent works a treat to slow down and possibly make people give up on whatever they have embarked on. Be it a simple request for information or a more formal request in the form of a Freedom of Information Application stalling is not only allowed it is very common.

‘Teachers’ Board delays release of its dirt file’
The Teacher Registration Board of the NT is using the delay technique in a FOI application from the NT News. Releasing the information in a low peak period could be part of the TRB strategy or waiting till another big story comes along like a terrorist attack.
